The Oblivion Crisis mainly affected Kvatch and the Imperial City in the province of Cyrodiil but also affected the Aldmeri Dominion for Kvatch yes they probably already rebuilt it and is controlled by the Thalmor as for the Imperial City mainly the temple district was severely damaged due to Mehrunes Dagon which they probably rebuilt but still has scorch marks but after Martin Septim turned into Akatosh using the power of the Amulet Of Kings and defeating Mehrunes Dagon he turned to stone being left there forever unless the Thalmor somehow removed it I would guess it would still be there.

I don't think the whitegold tower is destroyed. You can see it off in the distance in skyrim, plus, The Whitegold tower was made by the Aeleids, and Aeleid Architecture can go thousands of years without upkeep (I know its thousands since the Aeleids existed before recorded history in TES). And after the Kvatch quest in Oblivion, they talked about rebuilding kvatch, since they "rebuilt from rubble before"

Cyrodiil should have some other scars from the Oblivion crisis, like ruins of Oblivion gates, or like giant foot prints in the ground in the imperial city where Merunes Dagon attacked, anything that can help make this project with a more interesting touch to it.
