Kvatch

Kvatch holds an important strategic position. In terms of defence, only the Imperial City has a more naturally dependable position. The keep, walls, and church were left standing so at the very least the settlement can function as a fort with a few industrial buildings… and church.

It's safest to assume that the town was rebuilt, especially after all the Kvatch Rebuilt mods.
